[...] Back in April of this year a friend who works at Toronto’s MaRS tech incubator kindly gave me a tour of the facility. I walked away feeling a little conflicted; I wrote: “…Mars is an incredibly well-funded tech incubator, but it isn’t yet offering much in the way of educating the broader community of people outside the four walls of the building…”. And I sent my tour buddy a way-too-long mail with some ideas for improvement. [...]

Osh,

Take a look at these links for related efforts:
http://www.yea.ca/
http://www.futureleaders.ca/
(Sorry, I'm not sure how to put links in comments here, so I've just pasted the URLs)

Neither of those have quite the same aims as what you envision, but there is at least some overlap. YEA was more active in the GTA several years ago, with workshops, breakfast get-togethers, mentoring arrangements, etc., but it's pretty much dormant now. Maybe they'll get revived one day, but their focus is just youth and it's not just for the tech industry.

You should also look into what First Tuesday Toronto was doing back in 2000-'02; that would have more overlap because their events were meant specifically for the local tech industry. I'm sure you can find some people that can give you a good idea of what they liked about the events, what they didn't like, why First Tuesday Toronto fizzled away, etc.
